  3. Mix Dry Ingredients: In a separate small bowl, combine all-purpose flour, baking powder, salt, black pepper, and chili powder; stir well.
  4. Combine: Add the dry mixture into the bowl with corn and herbs. Stir to distribute evenly.
  5. Mix Batter: Pour in the beaten eggs, milk, and shredded Monterey Jack cheese. Stir thoroughly until you form a thick batter.
  6. Heat Oil: Preheat a skillet or frying pan over medium-high heat and add enough olive oil to coat the bottom.
