- Mix Dry Ingredients: In a separate small bowl, combine all-purpose flour, baking powder, salt, black pepper, and chili powder; stir well.
- Combine: Add the dry mixture into the bowl with corn and herbs. Stir to distribute evenly.
- Mix Batter: Pour in the beaten eggs, milk, and shredded Monterey Jack cheese. Stir thoroughly until you form a thick batter.
